Ethel was born to George Deacon Shipley and Emma in 1872 at Ipswich (according to the 1881 census entry). Information from John Shipley says that she married A. Howell.

1881 - living with GDS and Emma. Aged 8

1891 - living at the Connaught Institute in Brighton. Described as 'Helper' with occupation 'Deaconess'. The census clerk has written 'Preach' alongside Ethel and her housemates at the institute - 12 of them including Ethel. The head of the household is Mary Scooby, aged 50, Superintendent of Deaconesses.
